Disabled Facilities Grants Law and Policy Issues - Introduction
Overview
This online seminar seeks to provide an introductory overview of the legislation relating to Disabled Facilities Grants (DFG) and a simple outline of the policy issues in this field.
Course purpose
To equip anyone who would benefit from this knowledge whether as a front-line practitioner or as someone new to a management or oversight role in this area.
Course content
The course will cover:
- Where to find the relevant legislation and guidance
- What the requirements are around formal applications
- What works can and cannot be done as statutory DFG
- When applications can be refused
- When land charges can be placed
- What discretionary provision can be made under the Regulatory Reform Order
- The role of the Better Care Fund and the future of the scheme
Course objectives
By the end of this course participants will have:
- Show a basic understanding of the legislative and policy background
- Be aware of the formal requirements around statutory DFG
- Be able to locate the main legislation and guidance
- Be aware of the possibility of discretionary policies
- Have some understanding of policy issues within this field
Course delivery
The course will be delivered using the Zoom platform. Although you can download and run the Zoom application, you can simply run Zoom in a browser window if you wish.
There will be:
- On screen powerpoint presentation
- Short “polls” to confirm understanding
- Open discussion
Attendees will also be provided with a .PDF Course Text comprising the powerpoint presentation combined with extensive course notes. This will be emailed to the attendees prior to the event.

Course structure
The course will be delivered by a 1 x 1.5 hour long session.

The course is suitable for those who want an overview or survey of these areas of policy and administration, either as front-line practitioners or as managers.
Who this course is NOT for:
Anyone new to disabled facilities grants. Those wishing an introduction to the means-test should attend the “Means-testing for Disabled Facilities Grants – Online Introductory Course”. The course will be of little or no benefit to those who have already attended Ferret’s whole day DFG Law and Policy course.
Who will deliver the course
The course tutor will be our experienced trainer and consultant Clive Martin. Clive offers a humorous and often irreverent approach to what could be seen as a rather dry subject.
